Project Classification
o facilitate tracking of the on-going list of items as shown in the capital budget book, items can be grouped into one of three categories as detailed below.
At this time, all projects falling within the Construction or Non-construction categories must be entered into the City-wide Database.
CONSTRUCTION PROJECTS: This category includes construction, design, and engineering and inspection costs. The construction project category has three sub-categories:
City Managed: Projects are advertised, bid, and awarded to a contractor by the City, regardless of funding source. Within this sub-category are two types:
City Council Award: Contracts with construction amounts equal to or over $1,000,000.
Director Award: Minor contracts with construction amounts of less than $1,000,000.
City Built: Projects that are constructed "in-house" by City forces. Some examples of these would be trail signage, traffic signals, traffic calming, etc.
Built by Others: Projects that have a portion of the design, design review, construction cost, or inspection funded by the CIP. Some examples would be:
Median island construction on an arterial street by a residential development project
City contribution towards a turnkey park
Grants to other agency (school district, SCVWD) for the other agency to perform the construction
On Call: Projects that are bid and awarded to a Contractor without a specific public works project or a scope of work in mind, but rather are categorized around general types of anticipated work or trades i.e. Sanitary, Electrical, etc. For On Call, individual work orders are authorized based on either a not to exceed amount, T&M or a negotiated lump sum. This is mostly used for repair and maintenance of public facilities.
NON-CONSTRUCTION PROJECTS: Examples of projects within this category are projects that are not construction projects or have not yet been determined as construction projects like feasibility studies, master plans for which the construction is a separate line item within the capital budget book, etc. Below are the sub-categories identified as non-construction projects:
Acquisition of Land: Project identified under this category are projects that are being entered in CPMS that only require acquisition of land and no other construction on that land will occur. If an anticipated project that will go through design and construction has a land acquisition component, keep the details of that under the classification of construction project.
Estimate: Projects that are only estimates as requested by Client Department and are currently not planned for construction. If a project is classified as an estimate but will move forward in the design phase, PM can update the classification from Estimate to a construction project.
Feasibility Study: Projects that are only feasibility studies as requested by Client Department and are currently not planned for construction. If a project is classified as an estimate but will move forward in the design phase, PM can update the classification from Estimate to a construction project.
Furniture and Equipment: Projects that only require the procurement of furniture, equipment, and other furnishings.
Service Agreement: Projects that require design services or any type on non-construction services for either a single projects or for multiple projects. If a service agreement is being created for a single project, please use the same CPMS ID for when the project becomes a construction project.
