Cases for Mat Lab resources having zero hours
Checks made to determine why a project may be reporting zero Mat Lab Cost Estimate hours.

4 | Project does not have a finalized or tagged estimate. | To be consistent with the staff planning/resource reports used by PW, reporting is only done with estimates that have been finalized or tagged. FAQs
What's the difference between a Finalized and Tagged estimate?
This is a concept that often requires explanation. A project can only have one estimate that's Finalized, and a Finalized estimate cannot be modified. A project can have more than one Tagged estimates, and they are editable. In the case where multiple Tagged estimates exist, the most recently changed estimate is used.
