Cases for Mat Lab resources having zero hours

Checks made to determine why a project may be reporting zero Mat Lab Cost Estimate hours.

	Case	Explanation	Recommended Action
1	Project does not have a scope of work created.	A project must have at least one scope created before it can have an estimate.	Create a scope and estimate.
2	Project has no estimates created.	A scope was found but no estimates have been created yet. This will probably be a rare case.	Create an estimate.
3	Project does not have an active estimate.	Estimates were found, but they were from prior fiscal years. Reporting is only done with estimates set up for the current fiscal year.	Ask the project manager to create an estimate for the current fiscal year.
4	Project does not have a finalized or tagged estimate.	To be consistent with the staff planning/resource reports used by PW, reporting is only done with estimates that have been finalized or tagged. This is necessary to identify which estimate to report on.	Ask the project manager to finalize or tag an estimate.
5	Estimate does not have Survey, Mat Lab, CMS or SECI resources entered.	The project manager simply hasn't entered resources yet for the special classes or feels that none is required.	Ask the project manager to enter resources hours for the special classes
6	Resource hours were entered in at least of the special classes

What's the difference between a Finalized and Tagged estimate?

This is a concept that often requires explanation. A project can only have one estimate that's Finalized, and a Finalized estimate cannot be modified. A project can have more than one Tagged estimates, and they are editable. In the case where multiple Tagged estimates exist, the most recently changed estimate is used.
